Brea—Phillip Chen, newly elected state assemblyman representing the 55th district in California, has made great achievements in delivering his campaign promises to the voters though in office only a couple of months.
Chen was appointed as the deputy whip by the Republican caucus in the State Assembly. And he is also a member of the Banking and Finance Committee, Environmental Safety and Toxic Materials Committee, Revenue and Taxation Committee, Rules Committee, and the Utilities and Energy Committee.
Chen, a successful small business owner, commits to improve the business environment. In an exclusive interview with US News Express, he said he was working on a bill aiming at streamlining the licensing process for small business. “One-stop licensing service shall be put in place. Business owners do not need to commute between different governmental agencies to apply for licenses and permits,” explained Chen.
Housing affordability is another issue Chen is trying to tackle. A bill has been drafted to provide tax credit to home buyers and renters.
Education also tops Chen’s agenda. He told US News Express that SCA 5 (the Senate Constitutional Amendment No. 5) is of concern to him, and he would continue to use his efforts to avoid its re-surfacing. SCA 5 was first introduced in 2012, and passed the state senate in 2014, which allows public universities and colleges to consider race, sex and ethnicity in admission process.
Chen’s district has a population of half a million, and covers Walnut, Diamond Bar, Roland Heights, City of Industry, Covina and West Covina in Los Angeles County, Chino Hills in San Bernardino County, and Brea, La Habra, Placentia and Yorba Linda in Orange County. 32% of the residents are Asian Americans.
