Job Announcement – Outreach Worker (Part-Time)

 Background:                                                     

 IILA’s Local Integration & Family Empowerment (LIFE) Division provides a wide array of services to diverse populations including families who have been victims of trafficking, newly arrived immigrants and families who have been forced to migrate due to violence and/or other traumatic situations. LIFE services include comprehensive and intensive case management services, client support groups, job training, job placement, transportation subsidies, and community outreach and education. LIFE Division is projected to serve about 50,000 individuals each year. The LIFE Division is calling for Outreach & Intake Workers to help increase program participation in Los Angeles County.

General Summary:The Low-Income Fare is Easy (LIFE) Program provides transportation assistance to low-income individuals in Los Angeles County. The program offers fare subsidies that may be applied toward the purchase of Metro, or any LIFE-participating operator pass or free regional ride options.

This position plays a pivotal role providing exceptional community engagement outreach activities.

The ideal candidate has experience in working with diverse people and working within a team environment.  We are looking for someone who is comfortable working with the public, is effective at establishing partnerships, and is ready to adapt to new responsibilities quickly with a can-do, jump-right-in attitude.

 Essential Functions:

 Within a teamwork environment, the essential functions of the job include the following responsibilities:

  1. Conduct onsite and offsite client screening and enrollment of patrons according to program guidelines.
  2. Complete a minimum of 150 new enrollments per week.
  3. Assist patrons in understanding the various discount options.
  4. Provide education and program information to the public.
  5. Responsible for implementing the LIFE program requirements.
  6. Maintain accurate files.
  1. Respond to emails in a timely manner.
  1. Assist in identifying community events for outreach.
  1. Participate in person outreach events, willing to attend at least 2 weekend events per month, and 4 weekdays event per week.
  2. Conduct online and telephonic enrollments.
  1. Attend meetings and training as needed.
  2. Treat all clients, visitors, and co-workers with caring, kindness, respect, and dignity.
  3. Perform other duties as assigned.

Job Requirements:

  • High School diploma and demonstrated experience working with the public.
  • Two years of relevant experience working with the community. Relevant experience may include case management, outreach and education, mentorship.
  • Excellent organizational, oral, written, and interpersonal communication skills.
  • Must be Bilingual (English/Mandarin).
  • Ability to prioritize duties and multi-task in a fast-paced environment.
  • Must have a valid driver’s license, insurance, clean DMV record and reliable personal transportation.
  • Must possess knowledge and sensitivity to cultural differences.
  • Must have proficient computer skills using Microsoft Word, Outlook, and the internet.
  • Ability to keyboard a minimum of 50 wpm.
  • Must be able to pass a criminal background check.
  • Must have reliable transportation, a valid driver’s license, proof of automobile insurance and a clean driving record.
  • Must provide proof of COVID-19 vaccinations.

Physical Demands:

 The selected employee must be able to meet the following physical demands:

  • Intermittent or continuous sitting, walking, carrying, pushing, pulling, standing, driving, bending, squatting, climbing, kneeling, and twisting. (4-8 hours/day).
  • Frequent keyboarding into a computer (4-8 hours/day).

 Job Site Location:  

 This is a hybrid position that includes at least one day per week working at the office on designated days,  if there are no outreach events, working remotely and working in the field.

Our office is located at: 9060 Telstar Avenue #223, El Monte, CA. 91731.
Salary Range:    The hourly rate for this position is $20.00/hour.

Job Description – Eligibility Coordinator – Temp (Temporary)

 General Summary:

Under the direct supervision of the Family Services Manager, the Eligibility Coordinator will be responsible for the overall enrollment of families in center-based programs and providing on-going case management to families.  We will train the right candidate for this position, but you must have excellent customer service and data entry skills and be able to communicate effectively in both English and Mandarin. Cantonese would be a big plus!

 Essential Functions: Include but are not limited to the following:

  • Maintain knowledge of Title V Regulations as applicable for all CDD programs.
  • Enroll and certify families and determine eligibility for the programs.
  • Prepare and issue Notices of Action to participants on a timely basis.
  • Make calls to participant employers to verify income and need for service.
  • Maintain an Eligibility Waiting List, participate in CDD Programs outreach activities and recruitment efforts.
  • Prepare and submit reports to the Eligibility Manager in a timely manner.
  • Maintain current and accurate records in the database while maintaining confidentiality.
  • Maintain complete and organized parent, children, and provider files.
  • Monitor documentation of services required by program agreements.
  • Represent the agency in the community and with other agencies.
  • Participate and contribute in the agency and departmental staff meetings and workshops as assigned.
  • Assist with updating in-house policies and procedures, as well as other required forms.
  • Provide all participants with information regarding parental choice and other program requirements.
  • Assist with file reviews and overall preparations for program audits.
  • Perform other job related duties as assigned by the supervisor.

 Job Requirements:

  • Must have a High School Diploma (or equivalent). A Bachelor’s Degree or Associate Degree in Child Development, would be preferred.
  • Must have a minimum of two (2) years’ experience working in customer service or with a social service agency related to children’s programs.
  • Must be bilingual in English and Mandarin (Cantonese is a big plus), with the ability to write and speak fluently in both languages.
  • Ability to work well with people with sensitivity to the needs of children and families.
  • Ability to maintain cooperative, diplomatic working relationships with co-workers, supervisors and the public to work as part of a team and collaborate with colleagues.
  • Proficient computer and data entry skills required.
  • Must possess exceptional attention to detail, time management and organizational skills.
  • Must have own transportation, valid California Driver’s License and provide proof of current automobile insurance.

The physical demands described herein are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • Intermittent or sometimes continuous sitting, walking, standing, bending, squatting, climbing, kneeling, and twisting.
  • Daily typing and use of computer for a minimum of four and up to 8 hours.
  • Must be able to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead.
  • Must be able to lift up to 20 lbs.
  • Abilities required by the job include near and distance vision, talking and hearing.

Salary Range:   The salary range for this position is $18.00/hour – $20.00/hour.
