Police seek additional victims who may have had contact with the suspect
ARCADIA, Calif. – Arcadia Police announced Wednesday that detectives are investigating a sexual abuse case involving a local tutor accused of inappropriately touching a teenage student.
According to police, the incident was reported on October 21, after officers were alerted to a possible case of sexual abuse involving a female juvenile and her private tutor, an adult male.
Investigators said the victim met with the suspect on October 20, when he drove her to his residence in Arcadia. While there, the suspect allegedly convinced the girl to let him give her a massage. During the massage, police say, he inappropriately touched the victim. The girl asked to be taken home after becoming uncomfortable.
Following the report, Arcadia Police detectives took over the investigation. During follow-up interviews, they learned that the suspect had texted the victim after the incident. Detectives reviewed the messages and discovered the suspect’s vehicle parked outside the victim’s home. Officers responded immediately and located the man in front of the residence.
The suspect was identified as Tsungyu Chien, a 57-year-old Arcadia resident, and was arrested without incident. He was booked at the Arcadia Police Department jail on the following charges:

Police say Chien works as a tutor and may have had contact with other minors. Detectives are asking anyone who believes they may have been a victim or had inappropriate interactions with Chien to come forward.
